Wilbur McCoy (Joe) Otto is a shareholder and former Chairman and CEO of Dickie, McCamey & Chilcote, P.C., Pittsburgh’s fifth largest law firm. Mr. Otto chairs the firm’s practice in Medical Professional and General Liability Litigation and Health Law, including Self Insurance/Captive/RRG Company establishment and management for hospitals and physicians. For more than 28 years, Mr. Otto served as Counsel to the University of Pittsburgh Medical Center’s Professional Health Care Provider Peer Review Committee. He currently serves in the same capacity for Children’s National Medical Center in Washington, D.C.; Wheeling Medical Center in West Virginia; and a number of community-based hospitals and assisted living centers in Pennsylvania.

Mr. Otto has authored many papers as well as published articles regarding Lawsuit Evaluation, Defense Handling, Trial Tactics, Lawyer Competence and Professionalism and has developed and implemented Comprehensive Hospital/Physician Malpractice Risk, Claims, Insurance and Litigation Management Programs together with incorporating and managing captive insurance programs in the Cayman Islands, Bermuda, Vermont, South Carolina, Pennsylvania, and West Virginia, including creating the nation’s second academic health center captive in 1976.

Mr. Otto is admitted in Pennsylvania, D.C., and before the U.S. Supreme Court. He is a fellow in the International Society of Barristers and the ABA Foundation, and past president of the Academy of Trial Lawyers of Allegheny County. He serves as Assistant Professor, University of Pittsburgh’s School of Health Professions, and has served as adjunct faculty member for Trial Advocacy Institutes at the University of Michigan, University of Pittsburgh, and Duquesne Law School. Mr. Otto was the first trial lawyer in the United States to utilize video testimony in civil jury trials.

Mr. Otto previously served as Captain in the U.S. Army JAG Corps and Assistant Professor of Law, U.S. Military Academy at West Point between 1961 and 1965.
